curly hair underneath wavy staight hair on top. help!!!!

I have a few type 3 curls underneath my hair, wavy on top of that and straight frizziness wear my layers are. And i have a type 3 curl near my face aswell. Is there any way to make all of my hair wavy / curly?? its really annoying that all the nice bits are hidden underneath where no one can see them.

Have you tried shingling? From my understanding it can give a uniform curl pattern.

Shingling is raking gel/styler through your hair and combing/brushing to encourage uniform clumping. Here is an example from Miss Jessie’s:
